If a word ending in -fer is stressed, e.g. deFER, transFER etc. then when adding a suffix that starts with a vowel (i.e. -ing, -ed, -al) you must double the final 'r'. If the 'fer' sound is unstressed e.g. in offer or preference, then you do NOT double the final 'r'.
